The best department store for clearance is without a doubt JCPenneys. I found a pair of Worthington pants in my sister-in-law's size for $2.97. Penneys often has items on their clearance racks for $2.97-$5.97. The key is to search.
As the fall weather makes our next few weekends very nice, I am expecting to see some garage sales popping up.
